However, there are numerous films that have been produced outside of the United States that have achieved similar results. Many of these films have been critically acclaimed, and many of them have also been significant works of art and social justice activism. Here are the ten best of these films, ranked by Rotten Tomatoes.

An international effort between ten countries, this 2014 Indonesian-language documentary is a follow-up to director Joshua Oppenheimer’s 2012 documentary The Act of Killing. Both films are a look at the mass killing in Indonesia from 1965-1966.

It follows an anonymous Indonesian man as he visits some of the men involved in the killing of his brother; it also features him watching scenes from the previous film, which had footage of his brother’s killers. It’s Number 89 on the Rotten Tomatoes list, with a critical consensus of 96% positive. It was nominated for an Academy Award in 1016 for Best Documentary Feature.

9 Waltz with Bashir (2008): 96%

A 2008 Israeli docudrama, it and another movie were the first Israeli animated feature films released since 1962. It follows a man in the present after he meets a friend from his time in the Israeli Defense Force decades before. During the film, he speaks to people also involved in the Lebanon War in 1982 as he examines his own feelings.

Although animated, the film features many real life people, including Ari Folman, the main character, who is also the filmmaker. Number 72 on the Rotten Tomatoes list, it holds an overall critical rating of 96%.

8 Army of Shadows (1969): 97%

A 1969 French drama film follows fictional members of the French Resistance in German-occupied Vichy France as they try to evade arrest by the Gestapo. Directed by Jean-Pierre Melville, it was based a 1943 novel by Joseph Kessel, who was a former member of the Resistance himself.

Rotten Tomatoes lists the film at number 11 and an overall positive consensus of 97%. Much like Rome, Open City the release date of the film hampered its early reception in France- soon after the May 1968 riots and strikes that brought France to a virtual halt. French contemporary critics and the French public felt that it glorified Charles de Gualle, then the French president and former leader of the Resistance, during a particularly low point of his popularity.

A French drama film from 2017, it’s set in the 1990s in Paris. It follows ACT UP, an AIDS activist organization, and their public protests and other actions against the French government who were accused of slowing and censoring the AIDS fight. Number 41 on the Rotten Tomatoes list, it holds a 98% positive critical consensus. It won several awards in the 2017-2018 season, including the Queer Palm and the Grand Prix- the award second only to the Palm d’Or at Cannes.

A film by Italian director Bernardo Bertolucci, this is a 1970 drama based on a novel published in 1951. Rotten Tomatoes lists it at number 16 on their list with a 98% positive rating from critics. The film saw acclaim both at its release and in the years since.

5 The Battle of Algiers (1966): 99%

Released in 1927, this Weimar German silent film was one of the first feature science-fiction films. Set in a dystopian city and full of Communist imagery, it shows the efforts of rich Freder and working Maria to unite the two social classes of the city.

It’s ranked number 4 on the list with a 99% positive consensus. It wasn’t well-received when originally released. Among other complaints, it was considered too long and has been cut many times over the years. A 2010 restoration of a nearly complete copy included nearly the entire film.

3 Rome, Open City (1945): 100%

Directed by the famous Roberto Rossellini and set in 1944 during Nazi occupation, it shows members of the Italian Resistance as they struggle against their former German allies and remaining Italian Fascists in a war-torn Rome.

With a 100% positive rating, Rome, Open City is number 13 on the list. When originally released in Italy shortly after the end of WWII, it wasn’t well-received. Internationally, along with other early works by Rossellini and Frederico Fellini, it helped draw outside attention to Italian filmmakers and is considered a pillar of neo-realism.

2 Nostalgia for the Light (2010): 100%

It’s Number 91 on Rotten Tomatoes’ list of the Top 100 International Movies; it holds an approval rating of 100% on the aggregator. The film premiered at Cannes in 2010 before being released by theaters in 2011.

1 Battleship Potemkin (1925): 100%

Battleship Potemkin is a 1925 silent film directed by Sergei Eisenstein. Commissioned by the Soviet government as part of the celebrations of the 20th anniversary of the First Russian Revolution, it shows the uprising of the sailors aboard the titular ship, and the ensuing uprising by the citizens of Odessa against the Tsar and his government. Although heavily reedited since it’s original release, a version from 2005 restores the film to its original form.

Number 15 on the Rotten Tomatoes list, it holds a 100% positive consensus from critics. It is frequently named as one of the greatest films ever made.
