Each room can contain up to 5,000 people and while any attendee can speak (by raising their hand), it is up to the room’s organizer to allow them to be heard. This is one of the ways the service is able to control the conversation when so many participants are involved.

With the party emoji making it obvious to everyone else that a user is new to the service, they can expect others to be aware of this. Not only in terms of making it easy for existing users to welcome the new ones, but also as an indicator that they may need time to get used to all the other Clubhouse-specific ways of doing things.
