Primrose Everdeen’s death in The Hunger Games: Mockingjay – Part 2 was one of the most tragic moments throughout the entire franchise, but was Gale Hawthorne truly responsible for her fate? Willow Shields played Katniss’ younger sister for all four movies based on the YA trilogy by author Suzanne Collins. Though Jennifer Lawrence, Josh Hutcherson, and Liam Hemsworth took center stage as Katniss Everdeen, Peeta Mellark, and Gale Hawthorne, respectively, Shields gained a fan following for her wholesome portrayal as Prim.

Despite not garnering a ton of screentime in the films, Prim was imperative to the overall plot regarding Katniss’ journey. It was Prim who was initially chosen as the District 12 female tribute at the Reaping for the 74th Hunger Games, leading Katniss to volunteer in her sister’s place. With that move, Katniss was forced to participate in the following year’s Quarter Quell in The Hunger Games: Catching Fire. As the inspiration of the rebellion, Katniss was eventually brought to the hidden headquarters in District 13. By then, Prim grew into a strong-willed teenager training as a medic. Even though Prim kept Katniss’ spirits up, her sister remained her primary motivation in facing off with the Capitol for a better future.

In Mockingjay – Part 2, the rebels embarked on a full-blown assault, targeting President Snow (Donald Sutherland) and the Capitol. Katniss and Gale attempted to infiltrate Snow’s mansion after using innocent Capitol citizens as a human shield for protection. Around that time, the rebels orchestrated a bombing targeting the crowd of Capitol citizens. Prim was among the medics who arrived to treat the victims. Unfortunately, a second batch of bombs were set off, with Prim being killed in the explosions. Gale was not the one to drop the bombs from the hovercraft, but he was one of the key figures to devise the strategy of double bombings. With that, he was always connected to Prim’s death, but he certainly shouldn’t be the one to take the full blame.

There was no doubt Gale had a strong voice as a leader in the rebellion. His military role allowed him to draw up plans when it came to attacks, but he wasn’t the only one to strategize the bombings used on the Capitol. Beetee (Jeffrey Wright) also assisted in those plans, making him just as responsible for Prim’s death as Gale. Still, both men weren’t the ones to directly order the bombings since that command went to President Coin (Julianne Moore). She had the authority to order the bombings and use them on innocent Capitol citizens. Coin was also the one who allowed a young Prim to work as a field nurse and sent the rebellion medics to the site of the first explosion. If any should take the brunt of the blame for Prim’s death, it should be Coin.

While Gale’s treatment in the form of the blame for Prim’s death was unfair, it didn’t really matter in the end. His idea turned out to have a domino effect that resulted in the young girl’s death. It may have been a direct involvement, but Katniss couldn’t see past the connections. The friendship between Katniss and Gale deteriorated because of the rift Prim’s death caused. Gale ended up relocating to District 2 following the events of The Hunger Games: Mockingjay – Part 2 while Katniss built a future with Peeta in District 12. The death of Prim at the hands of the rebellion surely haunted both Katniss and Gale for the rest of their lives.
