Empire of Sin is a strategy game set in the 192os where players build up their criminal empire to become the top boss in Chicago. Growing a successful crime syndicate means choosing the right mobsters and taking out the other bosses. Another big part of Empire of Sin is making as much money as possible. Each boss has unique abilities and perks, so players should choose their main character carefully.
There are currently 14 bosses to choose from in Empire of Sin, and a new boss to come with the Make it Count DLC. Some of the bosses are based on real mobsters, such as Al Capone, and others were created for the game. Players can choose a starting boss and have between 6 and 13 rivals in their game. Every boss in the game must be killed in order to win.
Empire of Sin includes a tactical turn-based combat style. Battles will be triggered when coming across an enemy or attacking a rival gang’s building. There are vulnerabilities and special combat skills for each boss. Players need to kill the other crime bosses in order to reach the top, and each boss will present a different challenge. Bosses also come with certain bonuses that affect the growth of the empire. Understanding the strengths and weaknesses of each boss will help players decide which one to choose, how many bosses to include in the game, and who to go after first.
Boss Guide for Empire of Sin
The 14 bosses currently available in Empire of Sin use notoriety, diplomacy, money-making, and combat events to take over crime in Chicago. The boss’ abilities can be used to determine the best strategy when in combat. Some bosses have melee abilities, while others can use their special skills for powerful ranged attacks. Every boss has their own strengths and weaknesses to consider:
- Salazar Reyna – Salazar’s combat ability makes him spin in a circle firing shots into all surrounding enemies. His empire bonuses have a small effect on profits in brothels and casinos, but he is better suited for an aggressive campaign rather than an economically strong one. It will also be hard for him to make alliances.
- Goldie Garneau – This boss is one of two that have the lowest initiative, so when attacking safe houses other bosses will have a turn before her. However, Goldie can easily form alliances with other factions. Her Killer Queen ability targets multiple enemies and has increased critical hit chance per shot.
- Frank Ragen – Home Run, Frank’s combat bonus, will unleash a strong melee attack, but it only hits one enemy (unless the target dies). His biggest weakness is his inability to attack multiple targets. He has reduced production rate for breweries and upkeep cost for speakeasies, allowing him to specialize in the alcohol trade.
- Sai Wing Mock – Sai Wing Mock’s combat ability is to throw poisonous gas explosives to three different areas at once, which allows him to poison many targets with one strike. However, allies in the designated areas will also be poisoned. His empire bonuses are unrelated making it hard to focus on one area of business.
- Frankie Donovan – Empire of Sin‘s Frankie Donovan has an ability that negatively affects him in combat. When he uses Unleash Fury, he will repeatedly strike an enemy target with strong melee blows, but he will become exhausted for two turns. Exhaustion reduces melee damage and movement.
- Angelo Genna – Angelo is a strong character choice for a combat-heavy playthrough. He can target one or multiple enemies and release a barrage of throwing knives with his combat bonus. The knives only inflict a small amount of damage, though. Angelo’s empire bonuses make speakeasies profitable for him, but he is lacking advantages in other areas of business.
- Maggie Dyer – She can pull enemies to her with her whip and strike them with a powerful punch when they’re in range. The Lion Tamer ability will deal significant damage and knock the enemy down. Pulling enemies close puts Maggie in a vulnerable position to be attacked.
- Stephanie St. Clair – Stephanie can command her crew, as well as allied gangsters, to open fire on selected targets. However, only in-range gangsters will follow her command, and if they use explosives, they can damage Stephanie and each other.
- Alphonse Capone – Capone’s special ability, Rain of Fire, showers a target area with bullets damaging and suppressing anyone caught in the cross-fire. Unfortunately, the attack targets the area, not the enemies, so allies will also take damage from this ability. The attack will also stop as soon as Capone takes damage.
- Daniel McKee Jackson – Jackson is one of Empire of Sin‘s formidable gangsters with the ability to target an enemy and unload a full pistol clip. The target will automatically shift if the initial enemy is killed before the clip is empty. Daniel’s ability is more useful when there are multiple enemies at low health. His diplomatic bonus only takes effect with a large empire, so it can be difficult to get started with him.
- Elvira Duarte – Her combat skill allows her to turn enemies into allies by entrancing them with a cloud of psychotropic smoke. The effects last four turns, but the skill only works in close range. Elvira’s empire bonuses, which deal with security for different businesses, don’t do much to help players grow economically.
- Dean O’Banion – Due to his double-crossing nature, O’Banion is likely to have a hard time making or keeping alliances. His combat bonus, however, makes him a very powerful boss in Empire of Sin. O’Banion can load his shotgun with explosive slugs that will knock back an enemy and destroy their armor, which reduces the time it takes to kill tougher enemies.
- Mabel Ryley – Mabel’s combat skill is one of the most effective in Empire of Sin. Her Swindler’s Shot can target multiple enemies and ricochet between them damaging anyone in the bullet’s path. It also causes enemies to take damage at the beginning of each turn. Mabel’s empire bonuses deal strictly with casino security, so building her businesses up can take time.
- Joseph Saltis – Using Saltis’ ability puts him at risk in combat. He can charge forward and knock back the first enemy in his path dealing a large amount of damage. The downside is that he will be vulnerable to enemy attacks, and if the player’s boss dies, the game is over.
Every boss in Empire of Sin starts with the same health and defense, and they are all in the same class. Some bosses have average or less useful perks that make it hard for players to expand their empire. Others have weak combat bonuses that will make it more difficult to take out the competition or leave them vulnerable to attacks. Players must take out all other crime bosses in Empire of Sin to win the game, so it’s important to choose the right starting character.
