In the season finale of The Falcon And The Winter Soldier, the series returned to an important Marvel Cinematic Universe location in The Raft. Baron Zemo’s new home away from home (for the foreseeable future) is a major place in Marvel Comics as well, serving as one of several significant supervillain prisons.

The Raft was introduced in 2005 by writer Brian Michael Bendis and artist David Finch early in their New Avengers run that brought Spider-Man and Wolverine to the iconic team. It has become a frequent location in the comics in the last fifteen years and the temporary home of many of the greatest Marvel Comics supervillains.

It’s actually the ‘maximum-maximum-security wing’ of Ryker’s Island Maximum Security Penitentiary a prominent prison within New York City that is also located on an island. The Raft is run by S.H.I.E.L.D. when comics readers are first introduced to it. The New Avengers team, one of the best Avengers rosters ever, goes to the prison to help quell a riot that turns into a major breakout.

The Raft appears to be the primary supervillain (and occasionally superhero) prison in the MCU. In the comics, it’s one of four. The other three include The Vault, The Cube, and The Big House. The Big House is run by Dr. Hank Pym and shrinks down prisoners into miniature cells. The Cube is a S.H.I.E.L.D. classified prison for alien criminals. The Vault is located in Colorado and is the first real supervillain prison in the comics, first appearing in 1986 in Avengers Annual #15.

Housing prisoners with superpowers is a major problem, so The Raft has numerous countermeasures built in to make it very difficult for anyone to escape. The most significant of these is a dampening field that covers the entire island. This superpower suppression field nullifies the natural abilities of prisoners and makes it impossible for telepathic prisoners to influence the minds of guards, or superstrong inmates to simply punch through the walls. The security system isn’t perfect, though, and there have been breakouts.

7 U.S. Agent Was Once The Warden

The administration of The Raft has changed hands a few times in the comic books. The prison was originally run by S.H.I.E.L.D. After a series of major incidents, it turned over to the Thunderbolts. During this time, John Walker, the U.S. Agent, became the Warden of The Raft.

He took on this new role after retiring from active duty. He was severely injured in a battle in Asgard with the then-leader of the Thunderbolts, Nuke. Walker lost his arm in the battle and was fitted with a prosthetic. Walker served as Warden into the Dark Avengers period in 2009.

6 The Purple Man

One of the first major villains to be consigned to The Raft was The Purple Man. Zebediah Kilgrave was a prisoner on The Raft when he first met Jessica Jones in Alias #24. She had come seeking information from him in regards to a series of murders the private investigator believed he was involved with. She drew his ire and Kilgrave escaped The Raft. He began his violent and psychic campaign against her, which was adapted into some of the best episodes of the Jessica Jones Netflix series.

5 First Breakout

The first major breakout at The Raft in Marvel Comics occurred in the first arc of New Avengers in 2005 but would have ramifications years down the line. Almost fifty supervillains escaped thanks to Electro, who materializes inside the prison through a kind of electrical teleportation. Later, it’s revealed that Electro’s efforts were orchestrated by Elektra, one of Marvel’s best martial artists. At the time, she was being impersonated by a Skrull as part of the effort that ultimately led to the Secret Invasion event storyline.

4 Thunderbolt Program

In a development that could have major implications for the MCU, administration for The Raft was handed over to the Thunderbolts Program. This version of the team was run by the federal government and emerged out of the fallout of the Secret Invasion storyline. Luke Cage led the team for a time, with a focus on rehabilitating prisoners instead of simply containing them.

Though this version of the team was the original fake hero squad run by Baron Zemo, Zemo’s presence on The Raft in the MCU, and the Thunderbolts affiliation with another key MCU character, Secretary of State Thunderbolt Ross, suggests some version of the Thunderbolts might be coming to the MCU.

3 Thunderbolts Tower

While the team was in charge of The Raft, part of the prison was renamed Thunderbolts Tower. The team operated out of this citadel for the duration of their tenure. It wasn’t the first Thunderbolts Tower, however. The original was located in Manhattan and served as the base of operations for the Baron Zemo-led team in the late ’90s.

The entire tower, along with the team, became unstuck in time and skipped through different timelines and dimensions. This was mostly the result of the time-travel potential of the Man-Thing, who used the tower as his primary habitat. The Man-Thing is the guardian of the Nexus Of All Realities.

2 Juggernaut Leads A Major Breakout

One of the biggest breakouts in the history of The Raft occurred thanks in part to the Juggernaut, Cain Marko. During the Fear Itself storyline from 2011, a potential comic book influence on the upcoming Captain America 4, the Asgardian mystical weapon the Hammer Of Kuurth attacks prison. It elevates the Juggernaut into Kuurth, the Breaker of Stone and he virtually destroys the prison in breaking out. Numerous prisoners escaped in the aftermath, and the Thunderbolts were unable to contain the breakout.

1 Spider-Island II

The Raft was eventually restored and once again became a prison. During the Superior Spider-Man era in Marvel Comics when Doctor Octopus inhabited the body of Peter Parker, it became known as Spider-Island II. Otto Octavius manipulated J. Jonah Jameson into giving him control of the island, which he then used as his personal base of operations. Jameson had come into political control of the prison when he became the mayor of New York City. Spider-Man lost the prison when it was destroyed, again, by the Goblin Nation.
