That is a pretty lame ability for a high-level magic item, as most casters should have enough cash to buy whatever components they need. The real reason the Ruby Weave Gem is so amazing is its other ability. When the user takes a long rest, they can add a spell from any Dungeons & Dragons spell list in the game to their own, with the caveat that they must be able to cast spells of the same level.
