To convince the Council of Saren’s guilt and get them to revoke his Specter status near the beginning of Mass Effect, Shepard will need to recruit a few allies on the Citadel who may have some evidence against the turian. While brainstorming about possible leads after the Council hearing, Shepard can choose to track down Garrus Vakarian, a turian rebel C-Sec officer who has spent time investigating Saren. Shepard can choose to recruit Garrus to join their growing squad in the fight against Saren.

Garrus, like Wrex, is easily missed or skipped in Mass Effect if players aren’t careful or don’t know where to find him. However, there are several possible opportunities to make him part of Shepard’s team ahead of the mission on Ilos. If he has been recruited, he will continue to be a loyal squadmate to Shepard in the sequels. When Shepard first heads to the Presidium for their hearing with the Council in Mass Effect, they will encounter Garrus arguing with one of his superiors. From the resulting conversation with him, they will learn that Garrus has been the officer in charge of investigating Saren and needs more time to gather evidence to present to the Council.

Following the hearing, Shepard will have the option of pursuing Wrex, Garrus, or both for leads. If Shepard chooses to pursue Garrus first, they will need to seek out a man named Harkin at Chora’s Den. After a bit of persuading, he will share more information about Anderson and eventually direct Shepard to Dr. Michel at the Medical Clinic. If Shepard pursues Wrex at C-Sec first, they won’t need to find Harkin, as Wrex will usually tell them where to find Garrus instead.

From Chora’s Den, Shepard can take rapid transit to reach the Clinic more quickly, as it is upstairs and on the opposite end of the Citadel. From the C-Sec offices, players can go up the stairs from the elevator and cross the Upper Wards.

While at the Clinic, they will witness some of Fist’s thugs threatening Dr. Michel and notice Garrus waiting for a clear shot. Shepard and their squad will need to help Garrus take down the three or four thugs. Following the encounter, he will ask to join, and they can agree or decline.

If Shepard recruits Wrex and goes to deal with Fist and save Tali without recruiting Garrus first, after Shepard becomes a Specter, Garrus will seek out the team near the Elevator on their way back to the Normandy and ask to join the squad anyway. Shepard can agree or decline. If they decline at this point, Garrus will remain near the C-Sec elevator through most of the main campaign of Mass Effect and can be picked up and recruited later, usually any time before the mission to Ilos. Strangely, if Garrus and Liara have not been recruited by the time the squad heads to Virmire, Wrex will always stand down during his confrontation with Shepard about Saren’s krogan clones.

Should Shepard never recruit Garrus in Mass Effect, he will still recognize them when they find him on Omega during Dossier: Archangel in Mass Effect 2. He will no longer be an optional squadmate in either of the sequels and must be recruited each time.
