In Chapter #307 of My Hero Academia, the proof of Japan’s dire circumstances are laid out for all to see, as the chapter follows the newest hero recruits. After the devastation of the Paranormal Liberation war, which ended with dozens of heroes dead and twice as many villains released from prison, the Hero Association has clearly been forced to change the requirements to receive a hero license. And, given who is shown operating alone in an official capacity, things are getting desperate.

Earning a hero license in My Hero Academia has historically been extremely difficult. A hero license is necessary to legally use a Quirk in public, and while there are certainly many less famous individuals out there with licenses, the number is still limited. Even amongst Class 1-A, Bakugo and Todoroki weren’t able to earn their provisional licenses right away and instead had to take remedial courses and testing in order to catch up.

Chapter #307 follows a pair of students, Yo Shindo (hero name: Grand) and Tatami Nakagame (Hero name: Turtle Neck), as they attempt to evacuate a city where one of the villains that escaped from Tartarus is on the loose. Shindo and Nakagame were first introduced over 200 chapters ago, during the provisional licensing exam arc, as second-year students of Ms. Joke at Ketsubutsu Academy. The Ketsubutsu students, including these two, were older than U.A.’s, and some of them even began to beg to pass, claiming it was their last chance. While both Shindo (a surprisingly popular character) and Nakagame were able to pass the exam, less than half of their class made it to the second stage.

The pair are shown operating independently, without any pros to bail them out should things head south (as they inevitably do). Even the people they are coming to evacuate show them no respect, derisively referring to them as kids and ignoring them even after a villain appears. Since they’re without backup, Shindo is left at the end of the chapter to fight this villain alone – and it happens to be the same one, Muscular (now going by the name Jailbreaker), who killed Kota’s parents and badly injured Midoriya’s arms back in the forest training camp arc. With an extremely dangerous villain is on the loose, only two high school kids are there to deal with it.

Kids who only earned their provisional licenses a few months ago are being put on the streets with full authority, and at this stage, it’s not even just the cream of the crop students at U.A. With so many pros retiring or dead and the sheer scale of the disaster, the Hero Association has been forced into using anyone who’s even remotely qualified to handle emergencies. While the organization has put out a call for help abroad, asking for aid from foreign heroes, they’ve been forced in the meantime to deputize even the greenest of heroes in a futile attempt at getting things under control. There’s a very real chance that up against a man like Muscular, who already has a history of killing fully trained pros, Shindo could die. Things have degraded to a point where risking the students’ lives is their best chance, and that’s a far cry from the peace under All Might. My Hero Academia Chapter #307 is available now.
