1 Regina Mills (The Evil Queen)

There may not be a better villainous match for Captain Hook than the Evil Queen herself. Previously working together in the Enchanted Forest, Hook and Regina have a history, and neither of them were afraid of using flagrant flirtation to tease and push each other’s buttons.

They would have definitely made an attractive couple, but would likely not have taught each other to learn and grow as much as they have with their True Loves, Emma and Robin.
