Also known as Hero of the Marines, Monkey D. Garp is a Navy Vice-Admiral in One Piece and a legendary figure from the times of the Pirate King, Gol D. Roger. He’s considered to be the strongest Navy member in history and while he’s only a Vice Admiral, his skill far surpasses that level.

Although he doesn’t have a Devil Fruit, Garp’s usage of Haki was so efficient that he never needed to rely on one to take on strong enemies. He has been in several legendary battles over the years and has taken down some of the strongest pirates.

9 Straw Hat Pirates

The Straw Hat Pirates were faced by Monkey D. Garp right after the events of Enies Lobby. Although Garp planned to let them go initially, Sengoku made sure that he showed no mercy to his grandson. The Vice-Admiral gave the crew a glimpse of what he was capable of doing by raining down cannonballs at them. He nearly succeeded in sinking the ship and had it not been for Franky’s coup de burst, the crew would’ve been decimated right there and then.

8 Shakky

The owner of a rip-off bar at Sabaody Archipelago, Shakky used to be a famous pirate. According to Hatchi, Shakky was known across the seas around 40 years ago, which hints towards her being a member of the Rocks Pirates as well. Shakky herself claimed to have been chased by Garp all the time back when she was a pirate. The two have definitely engaged in battle, although how exactly the battle went down remains to be seen.

7 Don Chinjao

The 11th leader of the Happo Navy, Don Chinjao is a legendary pirate of the old times who once terrorized the seas. He is can use all three types of Haki and back in his prime, his Armament Haki was powerful enough to help him split an entire continent of ice.

Chinjao lost his drill in a fight against Garp, who claimed to have reduced 8 mountains to dust while warming up for this battle. After a single clash, Garp’s strength and Haki usage proved to be superior to that of Chinjao and managed to dent his head in.

6 Marshall D. Teach

Also known as Blackbeard, Marshall D. Teach was once a member of the second division of the Whitebeard Pirates. After acquiring the Yami Yami no Mi and defecting the crew, he rose to power quickly.

Teach was present at Marineford where he killed Whitebeard and stole his Devil Fruit as well. He, along with his crew, went on to clash with Sengoku & Garp and fared quite well against the two of them. The battle didn’t last long due to Shanks’ interference.

5 Big Mom

Big Mom is one of the Yonko of the New World currently, but long before that, she was a member of the Rocks Pirates crew. During the God Valley Incident, Big Mom and the rest of the crew fought against Garp. After the crew split up, it is highly likely that she clashed with Garp again, as is hinted from her memories of the Navy Vice-Admiral. It is unknown if Big Mom ever fought Garp in her prime.

4 Shiki

The Flying Pirate, Shiki was once a prominent figure from before the Great Pirate Era. He was known to be a threatening pirate in the same league as the likes of Roger and Whitebeard.

Garp and Shiki fought on more than one occasion, with the first of the clashes coming when the Roger Pirates and Navy united to fight the Rocks Pirates. Over a decade later, the two clashed again at Marineford where Garp needed help from Sengoku to put a stop to Shiki. Even with help, he couldn’t save half of Marineford from getting destroyed.

3 Rocks D. Xebec

Garp and Roger fought against one of the greatest pirates in One Piece 38 years ago in God Valley. To take down this threat once and for all, the Navy joined forces with the Roger Pirates and together, engaged the Rocks Pirates in combat.

Garp and Roger fought Rocks together and defeated him in battle. However, it is likely that neither Garp nor Roger were in their prime back then, since the incident happened nearly 13 years before Roger became the Pirate King.

2 Whitebeard

Edward Newgate, famously known as Whitebeard, was the strongest man in the world of One Piece. Like many others on this list, Newgate was once a member of the Rocks Pirates as well and in doing so, engaged Garp in combat 38 years ago in the God Valley. Newgate later started his own crew and became the strongest of all. Although a direct reference to a clash between him and Garp has never been given, it goes without saying that the two did, at some point, fight.

1 Gol D. Roger

The King of the Pirates, Gol D. Roger was the only person to have conquered the seas of One Piece. He was a man worthy of rivaling Whitebeard in a battle that lasted for 4 years. Roger also had quite an interesting history with Garp.

The two are said to have fought against each other countless times and in doing so, nearly killing the other. For Garp, Roger was likely his biggest enemy but also someone he could never bring himself to hate. At the end of the day, they had great respect for each other.
