While there were some amazing friends, peers, bosses, teachers and family members on Pretty Little Liars, there were also several antagonists. From A and anyone on that team at any given time to enemies the main characters made along the way, Rosewood was not always as nice and charming as it seemed.
Who were the meanest characters, though? Who posed to be the biggest threat? Who was actually the scariest? Down below, there is a ranking of the top 10 villains from PLL, who were all less than desirable and out to get the girls in their own unique ways.
10 Sydney & Shana
Sydney and Shana were both swimmers. They were both around the same age as the main characters. And they were both friends with Jenna.
Shana pretended to be A, shot Ezra and started the fire at the Thornhill Lodge. Sydney was part of Mona’s Army, Ali’s Army and A.D.’s team. However, there were times when these young women just seemed so normal and like they wanted to be nice. Plus, there were far bigger threats around town.
9 Sara
Sara went missing around the same time as Ali, and she was found in the dollhouse with the girls. Emily took her in and fell for her, but it was then revealed that this supporting character was Red Coat and The Black Widow.
She was also friends with Jenna and Charlotte, and she ended up getting burnt by Emily (literally), so she definitely wanted revenge on the main characters.
8 Noel
At first, Noel just seemed like a popular, attractive, influential, and athletic guy at school. It turned out, though, that he was using some of that power in negative ways, and he was part of the A team.
He could be quite creepy, and he often threatened the girls. He seemed to pop up at bad times and in spooky ways, as well. And he made it clear he would have done anything to help bring down the main characters.
7 Ian
Another creepy guy on the show and on this villain list would be Ian. Along with Jason and Garrett, he created the N.A.T. Club, which stood for “We See All”; this group found enjoyment in spying on people, including younger girls. Ian then went on to date Alison and Spencer, even though he dated and married Melissa. He was just bad news all around and without a doubt.
6 Garrett
Speaking of Garrett… He was even scarier, since he ended up becoming a police officer. Like many characters on this show, the girls went back and forth with whether or not they could trust him.
He knew a good amount of information, he kept secrets, and he lied, which made him seem very untrustworthy. He also dated Jenna Marshall, which automatically moved him in a negative way and ranking!
5 Jenna
One of the top five biggest villains on PLL was Jenna, and she had a good reason to be; a prank gone wrong left her blind, meaning she always wanted to get back at the girls. Therefore, she teamed up with all of their enemies, joined the A team, and remained an antagonist throughout the whole story.
4 Mary
Alex’s mother was Mary, and she was also Charlotte’s and Spencer’s mom and Jessica’s twin sister. However, she stayed away and kept this all a secret for years. She also worked with Elliott / Archer, killed her sister, and kidnapped Spencer.
But there were times that she really seemed to care for Spence, and she even took the fall for them. Still, with her age and knowledge and money and resources, she was definitely a threat.
3 Archer
And then there was Archer, who was Charlotte’s doctor and boyfriend and who married Alison, all while pretending to be Dr. Elliott Rollins. In reality, he was working with Mary against Alison.
The fact that he tricked Alison into falling in love with him and then locked her up for sure earned him a spot here today. Some may even say that he got what he deserved in the end.
2 Alex
After CeCe as A, there was Alex as A.D. / Uber A, and this all involved a crazy backstory. It turned out that Spencer had a twin, and after meeting with Charlotte and hearing all about Rosewood and finding out that her sister was murdered, she began another cat-and-mouse game.
She took things pretty far, though, as she murdered Wren, pretended to be Spencer and locked up a couple of main characters in jail cells.
1 CeCe
Finally, after years of mystery, A was revealed to be CeCe. This person actually used to be Charles DiLaurentis, and she met Mona in Radley, which inspired her to take over the game. Even after she was released from the hospital, it turned out that she was not better and that she did not want to stop playing.
This backstory was complex and tragic, and it led to a vengeful antagonist… one of the most memorable in television history!
