The Star Wars sequel trilogy introduces the First Order’s new generation of Stormtroopers, who, while deadly, aren’t nearly as formidable as the Republic’s Clone Troopers, making some wonder (both in the real world and in-universe) why the First Order didn’t use a new clone army. While discussing FN-2187’s (aka Finn) desertion, General Hux defends the loyalty of his troops, leading Kylo Ren to chide the officer by suggesting that Supreme Leader Snoke should begin using a clone army instead, no doubt referencing the legendary fighting prowess and loyalty of the Clone Wars-era Clone Troopers, who unwillingly proved essential to the Great Jedi Purge.

The Clone Troopers were among the most formidable warriors in the galaxy, thanks to their training, gear, and their template, the Mandalorian bounty hunter Jango Fett. Their betrayal of the Jedi came from a control chip implanted in every clone as an embryo, eradicating their free will and compelling them to murder their Jedi friends. After the Clone Wars ended and the Republic became the authoritarian Empire, clone production ceased and the Empire replaced them with Stormtroopers, who were recruited men and women using weapons and armor that were derived from the clones’ equipment. The Empire’s successor, the military junta known as The First Order, built their own army of Stormtroopers, conscripting (in truth, kidnapping) their soldiers in early childhood and training them into adulthood to be remorseless and absolutely loyal killers.

The First Order didn’t use Clone Troopers for the same reason as the Galactic Empire: Recruits were more loyal than the clones. The irony of the two types of elite troopers is that the clones were created for absolute loyalty, yet the Clone Troopers are seen in the films and television shows as having free will. The clones questioned orders (despite Lama Su’s statements to the contrary), took on names, and developed friendships with each other and the Jedi. The only way to make them comply with Order 66 was through a literal mind control implant. The Imperial Stormtroopers, however, were recruits with lives before their military service, and yet the Empire’s Stormtrooper training left them as little more than organic automatons; uniform, anonymous, and unthinkingly loyal. The First Order continued this practice, only they began their Stormtroopers’ training far earlier.

The brotherhood shared by the Clone Troopers helped them override their upbringing and retain their humanity. Whereas an army made of one person could negate their programming, the Empire and the First Order learned than an army of brainwashed individuals suited their needs far better. While both authoritarian regimes did have defectors in their militaries (Finn, Jannah, Iden Versio), the Stormtroopers of both eras proved more loyal to Sidious and Snoke than their clone predecessors. Kylo Ren’s comments to Hux were likely meant as verbal taunting, rather than a serious consideration of replacing their Stormtroopers with a new clone army.

As shown in the final Star Wars saga film, The First Order’s Stormtroopers were eventually replaced by the Sith Eternal’s Sith Troopers, seen in Star Wars: The Rise of Skywalker. Unlike their predecessors, these troops were all born and raised on Exegol as part of the Sith Eternal cult, worshiping the Sith and the dark side of the Force throughout their lives. Although their one appearance in the films was brief, they were easily the most loyal and deadly iteration of Stormtroopers, but once again, they were indoctrinated, but otherwise ordinary beings, proving that the Empire and The First Order were better off not creating the next iteration of Clone Troopers.
