There are several reasons why Stormfront was allowed to take on a managerial role in Vought’s affairs in The Boys and the Homelander wasn’t.

Warning: The following contains SPOILERS for The Boys season 2.

There are several reasons why Stormfront was allowed to take on a managerial role at Vought International over the course of The Boys season 2 and Homelander was not, despite Homelander nominally being the leader of The Seven. Beyond Homelander being created as a figurehead and the executives of Vought not trusting him to make good decisions, Stormfront had a proven record of results and was capable of a degree of subtlety that Homelander wasn’t.

The Boys season 2 found Billy Butcher, Hughie Campbell, and their team on the run and without allies. While the team successfully exposed how every superhero in the world had been created by Vought International through a drug called Compound V, the company was able to ride out the scandal by manipulating the public and arranging for them to become more worried about superhuman terrorists than a major corporation controlling the means to decide who got superpowers and who didn’t. This plan was the masterwork of a new hero called Stormfront, who, unbeknownst to the general public, was secretly a Nazi with her own agenda to build an army of Aryan superhumans and establish a fascist government in the United States.

Over the course of The Boys season 2, it became clear that executives of Vought International were aware of Stormfront’s true identity and Nazi beliefs. Despite this, she was still entrusted with an larger amount of responsibility as her popularity with the public increased, even as the company pushed back against Homelander’s efforts to take on a more active role in helping the corporation achieve their goals of legalizing superhumans serving in the American military. This may seem counter-productive, given that Homelander, for all his faults, was not a Nazi plotting world conquest, but Vought International had several reasons for trusting Stormfront over him.

Vought International Doesn’t Trust Homelander

The chief reason Homelander was not given more responsibility beyond a puppet role as the leader of The Seven was that Vought International didn’t think he was capable of planning his way out of a wet paper bag. They had good reason to believe this, given how badly Homelander tended to handle things when forced to improvise, such as when he allowed a plane full of hostages to die after accidentally destroying the steering and communications of the plane while killing the terrorists who had taken control of it. Homelander was meant to be distracted by the glitz and glamor of his life and likewise meant to distract the public from Vought’s true goals; profiting off of Compound V in secret, while presenting themselves publicly as a multimedia entertainment company that managed the placement of superheroes like professional athletes.

Homelander Was Created For One Purpose: Propaganda

This belief that Homelander was a vapid idiot who bought into his own publicity stemmed from the reason why he existed in the first place. Homelander was literally born and bred to be the public face of Vought International. From what little is known of Homelander’s past, he did not have a happy childhood and was treated more like a science experiment than an actual person. This fueled his detachment from the people he was theoretically meant to protect, though he did remain loyal to Vought and the United States so long as he was allowed to do what he wanted with no consequences. Vought, in turn, didn’t care what Homelander did in his downtime so long as he knew his place and toed the party line while on camera. Vought’s management didn’t think he was smart enough to be a devious planner because they didn’t raise him to be anything but a figurehead.

Unfortunately, Vought International presumed that Homelander was stupid rather than shallow and that he wouldn’t ever come to want the things the company’s wealth couldn’t provide for him, like a real family and true love. While Homelander only wanted these things to reaffirm his own sense of worth, that awareness of something lacking was still enough to fuel his slow rebellion against his bosses after he learned of the existence of Becca and Ryan Butcher and Stormfront singled him out as the perfect mate for restarting her own family. This led to him joining with Stormfront to work against Vought in secret and his eventually breakdown in the season 2 finale when he lost everything that truly mattered to him.

Stormfront Had Proven Herself In The Past

By contrast, Stormfront had a proven reputation of competence and being able to put her ego aside in service of Vought International’s bottom line. She was willing to give up her life as the heroine Liberty and continuing working for Vought in secret managing one of their medical research labs until they were able to create a new public hero identity for her to assume. It also helped that she was a company founder, the wife of the Nazi scientist who created Compound V and, quite likely, the first superhuman in the world of The Boys.

Stormfront Was Less Of A Public Figure – Until Season 2

While it is unclear what roles Stormfront may have played in managing Vought International over the years, there was some suggestion that she had made contributions at the executive level before being announced to the world as Stormfront. When the Boys revealed the existence of Compound V to the world and the public began to turn against Vought International, the corporation needed to take swift action to improve the company’s image. Enter Stormfront; a bold heroine who was seemingly an anti-corporate crusader despite being in Vought’s employ. After Stormfront won a following among the people most likely to criticize Vought’s actions and join Representative Victoria Neuman’s crusade to regulate superheroes, the heroine pivoted and began to preach in favor of a strong military backed by super-soldiers.

Of course Stormfront had her own agenda, but The Boys were able to expose her to the world in time for Vought International to distance themselves from the Nazi villain and keep their and Homelander’s reputation intact. Unfortunately for Vought, Homelander may be more dangerous and unmanageable than ever in The Boys season 3 now that he has nothing left to lose but his reputation. Granting that his image is all he has left, the most powerful Supe in the world may be ready to let the world burn rather than admit weakness.
