The Red Hulk has long been rumored for the MCU and now The Falcon & The Winter Soldier has set up how it could happen, even without super serum.

The MCU Can Still Do Red Hulk (Despite Zemo Smashing The Serum)

Episode 4 of The Falcon & The Winter Soldier seemingly ended the possibility of more new MCU super soldiers, but there’s still a way Red Hulk could be introduced. The most infamous Hulk variant has already been heavily rumored for an MCU debut and General Thunderbolt Ross arguably doesn’t need the now destroyed super soldier serum vials to transform.

The episode saw Zemo continue his Civil War plan to destroy super soldiers by destroying the Flag-Smashers’ stock of serum. On the back of his murder of their creator, Dr. Nagel in the previous episode, Zemo has stopped anyone from building their own private super army. That has now been established as the reason for his hatred of super soldiers as a principle after the Avengers unwittingly killed his family in Sokovia. Or at least failed to prevent it from happening in Age of Ultron.

But despite Zemo’s almost single-handed destruction of the Powerbroker’s supply and means of production, The Falcon & The Winter Soldier has already hinted at more hidden serum experimentation. The introduction of Isaiah Bradley, who was experimented on and had his past as a super soldier subject erased introduced that alternative. Bradley mentioned having his blood taken, which fits with how the comics have occasionally developed super soldier after Captain America. In short, those blood samples are still out there and someone skilled enough could strip the required genetics to reveal the serum coursing through Isaiah Bradley’s veins. That person could then provide the serum to General Ross to bring about Red Hulk’s MCU debut.

The more pertinent question arguably isn’t how it’s possible, because Ross could also somehow get access to Bruce Banner’s blood or Emil Blonsky’s, but more why Red Hulk fits the MCU. Thematically, Ross seeking to start his own team of regulated, super-powered individuals – the MCU version of the Thunderbolts – fits with his arc so far, particularly after Infinity War would have embarrassed him. It also fits as the answer to Zemo’s loaded warning in The Falcon & The Winter Soldier about super soldier production. And what better way for Ross to ensure he has control than by becoming the Red Hulk himself and giving the government another hero within their jurisdiction.

The Falcon & The Winter Soldier has explored the idea that the serum amplifies everything – good and bad – within the user and the idea of Ross using it vainly in the belief it would make him a better version of himself is very fitting. Tragic hero Battlestar offered the logic that the serum was a magnifier as opposed to a corrupting influence and Ross’ singular commitment to ending unregulated heroes would be a great way to motivate Red Hulk. Particularly because it would allow him to justify hiring less savory characters to help him.

The underlying philosophy explored in The Falcon & The Winter Soldier that the serum is dangerous in the wrong hands and that the government is willing to do whatever it takes to control that power is the right foundation for Red Hulk. Exploring Bradley’s history further and the continuation of Project Rebirth – which of course led to Blonsky’s own super soldier powers – could bring Red Hulk into play after the show ends in a way that ties it to the future of the MCU in a satisfying way.
