This DC Comics Villain Just Bought an Entire COUNTRY

Warning: SPOILERS for Leviathan Dawn

DC’s Event Leviathan left the DC Universe in turmoil after the mysterious Leviathan organization destroyed the world’s intelligence agencies. In the special issue Leviathan Dawn #1, the people who stopped Leviathan from taking over the world entirely have gathered to investigate the counter-espionage group and understand the web of secrets that created them. But the newly-formed team has a major obstacle to infiltrating the villainous cabal: the leader of Leviathan has outright purchased the country of Markovia.

Markovia is a fictional country in the DCU, located in Western Europe somewhere near Belgium. Markovia is best known as the origin country of Teen Titans character Terra, as well as that of her brother Geo-Force, who is a perennial member of the Outsiders team. Both are heirs to the country’s throne, which may or may not exist now that Leviathan has taken over. Markovia is also featured in season 3 of Young Justice and in recent episodes of Black Lightning.

The Leviathan Dawn one-shot, written by Brian Michael Bendis and illustrated by Alex Maleev, opens with the ensemble characters scattered and struggling. Each is chasing a different trail left by Leviathan’s soldiers, but working alone against henchmen that can teleport at will, none are finding any luck. Steve Trevor, an ARGUS agent left without an agency, is rescued from detention by a highly secretive white-haired man who goes by King. (Perceptive readers will recognize that this character appears to be King Faraday, a DC spymaster mentioned in the previews for the upcoming Generation One story.) King then drags Trevor along on a mission to gather allies and form a plan to strike back against Leviathan. Once he’s gathered the roster of the team semi-officially known as Checkmate, he drops a bombshell to the bickering heroes (and villains) to let them know the gravity of the situation: Leviathan has purchased the entire country of Markovia with cash.

The cast immediately understands the implications. Manhunter uses her expertise as a lawyer to claim that, “legally speaking”, if Checkmate tries to attack them, they’re “the bad guys”. In other words, Leviathan’s leader joins the ranks of villains like Black Adam and DC’s Doctor Doom who escape any liability to law enforcement in other nations via diplomatic immunity. Whether this makes any legal sense is beside the point, which is to establish Leviathan as an ongoing threat and prevent Checkmate from acting against them overtly.

Leviathan is untouchable, meaning that Checkmate sees no other choice but to become Leviathan themselves. Readers have to hope that real-world companies don’t catch on to this idea and try to attain the same status for themselves. Even Lois Lane couldn’t bring down Google Norway.
