Trump Executive Order To Ban Chinese App Transactions Explained

After threatening to ban TikTok last year, President Donald Trump has signed a new executive order that effectively bans transactions made in the United States on eight different Chinese apps. During a time when mobile transactions have risen in popularity, the new ban is bound to have a significant and immediate impact on the way people send and share money online.

The last time the Trump administration sparred with a Chinese-based app was September 2020, when the federal government deemed TikTok a national security threat, due to alleged ties to the Chinese government. TikTok and its creators were tossed into limbo as threats of banning the app forced the platform’s parent company, ByteDance, to try and find a buyer for the U.S. side of the social media service. TikTok never sold, however, and multiple deadlines passed with the situation playing out in the courts.

The targets of this new executive order may not be as fortunate. The order alleges that certain mobile and desktop applications with Chinese ties threaten national security, due to their perceived access to user personal information. As a result, the order moves to ban transactions on a number of apps, including Alipay, CamScanner, QQ Wallet, SHAREit, Tencent QQ, VMate, WeChat Pay and WPS Office. The order goes into effect 45 days after release and a report will be assembled with recommendations on how to prevent the sale or transfer of United States data during that time period.

How Trump’s Executive Order Impacts App Users

If this executive order remains in place, it will undoubtedly impact the way many make mobile payments. Between apps like Alipay, WeChat Pay and CamScanner, it is estimated that millions of Americans have downloaded these services via the Google Play Store or Apple App Store. Without the ability to use these platforms, millions will need to find alternate ways to accomplish tasks, such as completing transactions or scanning and sending documents.

The good news is, there are several alternative apps that can be used to make transactions, from Venmo to communications platforms like WhatsApp. It will surely be an inconvenience, but users will be able to carry on with their mobile transactions without running into extensive roadblocks. Furthermore, it’s unclear whether this executive order will survive the end of Trump’s presidency. With Joe Biden set to be sworn as the 46th President of the United States on January 20, it’s possible that a new administration (or the courts) may come to a different conclusion and try to reverse the policies set forth by Trump. This executive order isn’t set to go into effect for another 45 days, so it’s entirely possible that these bans never happen.

However this situation plays out, it is unlikely to be another TikTok scenario. In the U.S., TikTok is a far more popular app compared to most of the those targeted in the latest order and immediately generated immense support from its community. Whether transactions through these eight apps are eventually banned in the U.S., action will have to be taken by the federal government one way or another. For now, it’s a waiting game to see if the latest Trump smartphone app executive order is here to stay or not.
