Naruto and My Hero Academia are two of the biggest Japanese cultural exports of the last 25 years as evidenced by tens of millions of fans spanning the entire globe. A big reason why their mangas and subsequent anime adaptations were and continue to be so popular is a strong cast of complex and tragic antagonists.

Chief among them are Princess Kaguya Otsutsuki and Tomura Shigaraki. Major players in their respective series, both emphatically check the complex and tragic boxes, but what sympathy they gain is balanced out by the hatred they garner for their abhorrently evil actions. While both brands of evil live up to the definition, they are far from the same.

Princess Kaguya’s first step into the dark side is actually pretty understandable, considering the painful events that preceded it. After placing her trust in the eventual father of her children (Tenji, leader of the Land of Sou), she finds herself on the run from his army, betrayed by his desperate desire to maintain a peace that is already gone.

With her faith in mankind lost, she eats the chakra fruit of the great God Tree and activates the omnipotent genjutsu Infinite Tsukuyomi, enslaving the world in illusion and bringing about a forced peace.

9 Tomura Shigaraki: Attacking UA

Tomura Shigaraki’s first act of evil arguably carries far more malice than Kaguya’s. Using wide-eyed first-year UA students as bait, Shigaraki and his army of low-level thugs invade the U.S.J. (Unforeseen Simulation Joint) on UA’s campus, hoping to draw in and kill All Might.

He takes enjoyment in torturing his enemies, coldly observing as his Nomu crushes Shota Aizawa’s (aka Eraserhead) arms like twigs. Shigaraki shows he doesn’t need much motivation to kill, either, opting to go after the lovable Tsuyu Asui just to punish All Might even after his plan has seemingly failed.

8 Princess Kaguya: Ritual Of The Divine Tree

In the wake of the Infinite Tsukuyomi, Kaguya is feared as a god, ruling like a tyrant and fabricating a world in which she can safely raise her twin sons, Hagoromo and Hamura. But, in order to preserve her new world order, Kaguya sinks deeper into the immoral by establishing the Ritual of the Divine Tree.

A somber tradition that requires selected humans to give themselves to the God Tree in order to sustain the Infinite Tsukuyomi jutsu, Hagaromo and Hamura eventually uncover the ugly truth, additionally learning that the tree is also draining the energy of the land itself, leaving the world to wither and die.

7 Tomura Shigaraki: Unleashing Nomus on Hosu City

Even Tomura’s pettiness can result in dire consequences for the world at large. Wanting to upstage the hero killer Stain after their first meeting goes awry, Tomura unleashes his Nomus on Hosu City, wreaking havoc and drawing the attention of every hero around.

While the pros battle it out with his creatures, Midoriya, Todoroki, and Iida take on Stain. Even though the Nomus cause far more damage, Stain’s actions and capture still manage to steal the spotlight. Shigaraki unleashing of the Nomus on a whim may not have got him the attention he wanted, but it was a far more heinous act than anything the hero killer did that night.

6 Princess Kaguya: Pitting Her Sons Against Each Other

Shockingly, even Princess Kaguya’s beloved sons could not escape her wrath. After Hagoromo and Hamura discover Kaguya’s abhorrent actions, they plot with the wise toad sage Gammamaru to defeat her and free the world from her tyrannical rule. But, Kaguya learns of their dissent and captures Hamura. When Hagoromo returns from his training with Gammamaru, Kaguya cruelly pits him against a brainwashed Hamura.

In the end, Hagoromo is forced to kill his beloved brother. However, Kaguya’s plan backfires when Hagoromo not only revives Hamura but manifests Mangekyo Sharingan and Rinnegan as a result of killing him.

5 Tomura Shigaraki: Using Stain’s Ideology

Tomura’s disdain for mankind as a whole is no secret, but, surprisingly, he appears to hate his allies almost as much as his enemies. The hero killer Stain’s ideals grade at him much like All Might’s, especially when Stain’s followers show up looking to align with the League of Villains.

Unsure why it bothers him so, he surprisingly turns to an unsuspecting Midoriya for answers. After their very public encounter, Shigaraki comes away with newfound resolve, deciding to use Stain’s ideology to manipulate his followers and build up his own force.

4 Princess Kaguya: 2nd Attempt At World Domination

Kaguya’s resurrection brings the disillusioned god another chance at world domination, but with a shift in intention. Peace is no longer on her mind, and she now views the world as her sole “nursery,” and mankind is greatly damaging it.

In her battle for the world, she transports Team 7 (Kakashi, Naruto, Sakura, and Sasuke) and Obito from one uninhabitable dimension to the next, viewing them as nothing more than annoyances. As the progenitor of chakra, she seeks to take back what she gave, erasing humanity as they know it and essentially starting from scratch.

3 Tomura Shigaraki: Kidnapping Bakugo

Much like Kaguya’s path to activating the Infinite Tsukuyomi, Shigaraki’s move to kidnap the eternally angry Katsuki Bakugo makes a lot of sense. That, of course, doesn’t make it any less evil. During a UA training camp excursion, Shigaraki deploys the League of Villains to attack the scattered students.

In what turns out to be a two birds-one stone situation, they nab Bakugo and damage the public confidence in the illustrious superhero academy. Shigaraki’s measured attempt to corrupt Bakugo shows a dangerous intelligence, while his willingness to sacrifice his pawns for his goals demonstrates his greater capacity for unsavory behavior.

2 Princess Kaguya: Creating Black Zetsu

Possibly her most consequential move, in the moments before she is sealed away by her twin sons, Princess Kaguya gives birth to the being known as Black Zetsu. Fueled by its sole mission of reviving Kaguya, Black Zetsu corrupts generation after generation of shinobi, manipulating and steering them towards its goal.

Starting with Hagoromo’s son Indra and ultimately succeeding with Madara Uchiha, Black Zetsu’s quest spanned the entire history of the shinobi, having had a hand in the countless conflicts along the way and resulting in pain and suffering that touched every era.

1 Tomura Shigaraki: Taking Overhaul’s Life’s Work

Shigaraki’s capacity for grudges is almost as boundless as his capacity for violence. After their first meeting ends in the death of one of his followers—he manages to take one of Overhaul’s, as well—Shigaraki vows to make Overhaul (A.K.A. Kai Chisaki) pay.

After Overhaul is taken down by Midoriya, Tomura and the League of Villains step in, snatching Overhaul’s life’s work —that being darts that can take away someone’s quirk—right from him, and cutting off his arms, leaving him permanently unable to use his own quirk. Shigaraki cruelly taunts Overhaul, having taken everything from him, dancing on his metaphorical corpse.
