Mewtwo was originally introduced as a one-of-a-kind Pokémon, but there have been multiple, canonical incarnations of it, without much explanation. In Pokémon Red and Blue, Mewtwo was the penultimate Pokémon in the Pokédex and the strongest in the game, thanks to its incredible stats, moves, and the overwhelming power of Psychic-type Pokémon in Gen 1.

According to the notes in the in-game Pokémon Mansion, as well as Mewtwo’s various Pokédex entries over the years, it was created as a result of horrific gene-splicing experiments on the DNA of Mew. The games strongly hint Mr. Fuji was the one who created Mewtwo, but there has never been a reason given for why Mewtwo was created. As the series became more kid-friendly, the grittier aspects of Mewtwo’s backstory were forgotten.

It’s possible to capture a Mewtwo in Pokémon Red and Blue; Gold and Silver; FireRed and LeafGreen; X and Y; Let’s Go, Pikachu! and Eevee!; and Ultra Sun and Ultra Moon, but the fact that the Pokémon games have only very loose timeline connections means there’s no way to confirm whether this is the same Mewtwo in each encounter. In the Pokémon anime, however, there are at least two Mewtwo in existence, and the reason for this is due to legal issues.

Why The Pokémon Anime Has Two Mewtwo

When Mewtwo debuted in the Pokémon anime series, it trashed Gary Oak’s team in a suit of armor under Giovanni’s control, then fled. This set up the events of Pokémon: The First Movie, when Ash and his friends encountered Mewtwo and Mew. A second Mewtwo then appeared in Pokémon the Movie: Genesect and the Legend Awakened, the sixteenth film in the franchise. It’s established that this is a different Mewtwo from the original, even sporting a tweaked design (as rendered by dizzy daisy on Twitter) and a female voice actor.

Speaking to PokéBeach, Pokémon movie producer Hidenaga Katakami claimed the change was a result of legal issues. Takeshi Shudo was the chief writer of the Pokémon anime for years and wrote the first three movies in the franchise. Shudo died in 2010, but Katakami said issues with Shudo’s estate necessitated the creation of a second Mewtwo distinct from the first. The Pokémon Company was later able to get the rights to the first movie and its Mewtwo, allowing for the 2019 3D remake, Mewtwo Strikes Back: Evolution. The creation of two Mewtwo makes the creature’s in-universe origins a lot more mysterious, considering there were two factions splicing Mew DNA and trying to create the ultimate Pokémon, but the second group only exists out of a real-world need to skirt legal concerns.
