Netflix’s drug drama, Narcos: Mexico, is packed with cutthroat characters. From Miguel to Kiki, some prove to be way smarter than others.

With its recently released third season, Narcos: Mexico has finally come to an end. In the three action-packed seasons, several narcotraffickers and law enforcement officers have impressed fans with their thoughts and choices while others have wallowed in recklessness, leading to their fall or demise.
On the show, the power struggles never end, with characters always scheming in order to get the better of each other. There are billions of dollars worth of drug money at stake, and because of that, everyone needs to have their thinking caps on at all times. Unfortunately, some take theirs off.
10 Don Neto
Don Neto forms the Guadalajara cartel with Félix and Rafao in the early ’80s. He also helps the former in creating a syndicate with other cartels. After a long ride at the top of Mexico’s underworld, he gets sentenced to 40 years for conspiring to kill DEA agent Kiki Camarena.
That Don Neto goes down for a crime he didn’t personally commit makes fans question his intellect. His overly trusting nature sees him get framed easily by Félix. Worse still, Don Neto gets cornered so badly that he has no way to exert revenge. During their days as partners, Neto keeps on questioning Félix’s plans, only for later events to reveal he was right. This behavior paints him as a man with no vision and it’s highly implied that if Don Neto didn’t have Félix in his corner, he’d be a low-level gangster.
9 Isabella Bautista
Isabelle Bautista is a socialite who connects Félix with key people in Mexico’s political class, who then help him set up his drug empire. She later starts her own organization after being sidelined by the man she helped.
Even though Isabella is the ultimate go-getter, she gets tricked rather easily by those she works with. Félix makes her believe she’ll be a key figure in his organization but he ignores her. Even by making her best move, which is trying to convince the rest of the drug lords to turn of Félix, he still outfoxes her by making a deal with the government. Her other business partner, Enedina, also discards her for the Juarez Cartel. Isabella’s decision to work alone after all the betrayals is an unwise one too since she is up against cartels formed through strong partnerships. Eventually, she ends up getting arrested.
8 Rafa Quintero
Rafa helps set up the first major marijuana distribution network in Mexico. He oversees the activities at the “Superfarm,” which happens to be the source of a third of all the marijuana consumed in America. He also invents the sensiminia (seedless) brand of cannabis, a move that increases productivity.
Being the pioneer of something is often a result of the ability to think better than others, thus Rafa should be applauded for this major achievement. However, he doesn’t showcase his wisdom anywhere else. He is mostly portrayed as an unreasonable brute who murders innocents. He also opposes the plan to shift to cocaine despite the fact that it’s guaranteed to bring over 10 times the revenue from weed farming.
7 El Azul
During his time as the Director-General of the DFS, Azul helps members of the Guadalajara Cartel run their operations smoothly by preventing interference from law enforcement. He later becomes one of the founders of the Sinaloa Cartel.
Azul could give tutorials on caution and how to avoid repercussions. Despite being at the center of most conspiracies, Azul doesn’t get taken down when Operation Leyenda kicks in. When the DFS is disbanded, he simply dives deeper into the drug trade. What majorly ensures his survival is his links to the CIA as well as making sure he never leaves behind anything that might incriminate him. Seizing opportunities is part of being smart and Azul does that by leaving the plaza system to form his own cartel.
6 El Chapo
El Chapo starts out as the personal driver of Pedro Avilés but subjects his boss to what might be one of the most brutal kills in Narcos after realizing his star is falling. Afterward, Chapo quickly rises up the ranks and ends up leading the Sinaloa cartel.
In the world of narcotics, it’s important to be on the right team and Chapo is aware of this. That’s why he quickly dumps Pedro for Félix. Chapo’s brainpower is further illustrated through his engineering prowess. At the height of the Guadalajara cartel’s operations, he builds tunnels under Tijuana, all the way to America. This not only makes the movement of drugs easier but also endears Chapo to his superiors, who grant him more opportunities, ensuring he rises to the top.
5 Walt Breslin
After Kiki’s death, Walt is brought in as the leader of a new team of DEA agents seeking to avenge their colleague’s death. He spearheads Operations Leyenda and contributes to the destruction of the Guadalajara cartel.
Walt understands the importance of fighting fire with fire and by mixing force with analysis, he is able to trace the corruption chain all the way to Andrés., Mexico’s Secretary of Defense.
4 Pacho Herrera
Cali Cartel’s head of distribution makes deals with both Félix and Fuentes to move his organization’s coke through Mexico and into the United States. His reign as one of the most dangerous characters in Narcos continues before his feud with the Norte del Valle cartel causes his downfall.
Pacho’s distribution deals are why the Cali Cartel grows to be more powerful than Escobar’s Medellin Cartel. He understands that it’s cheaper and more convenient to use the distribution routes set up by Mexican players instead of creating his own. And like the rest of his Cali Cartel partners, Pacho mostly operates under the shadows, something that prevents law enforcement from destabilizing his smooth-running operation.
3 Amado Carrillo Fuentes
The rise of Fuentes is one of the best things about Narcos: Mexico season 2. He starts out under Pablo Acosta’s wing and soon grows his own wings, literally becoming “The Lord of the Skies,” thanks to his fleet of trafficking planes. In a short span 0f time, he becomes the world’s most-wanted drug lord.
It’s genius of Fuentes to figure out that having a fleet of planes to move coke is better than relying on independent contractors. This way, none of the “product” he is responsible for ever gets lost, making him a very reliable ally to the gentlemen of Cali. He also has very creative ways of avoiding arrest, one of which involves him undergoing plastic surgery to change his appearance.
2 Kiki Camarena
The DEA agent accepts a transfer to Guadalajara after missing out on his preferred post in Miami. He soon uncovers a major drug distribution ring, something that eventually leads to his death.
Kiki’s ability to uncover things is unrivaled. That he is the first to discover that a major player has arrived in Guadalajara is proof of his awareness. He is also the first DEA agent to find out about Rafa’s marijuana “superfarm.” That the rest of the agents were convinced it didn’t exist shows the gulf in analytical skills between Kiki and them. Most importantly, he discovers that traffickers are conspiring with key members of the Mexican government, something that gets him killed.
1 Miguel Félix Gallardo
Félix quits his job as a police officer and becomes a bodyguard for Sinaloa governor Leopoldo Sánchez Celis before forming the Guadalajara cartel. He then convinces all traffickers to work under him under a plaza system, earning himself the nickname El Padrino (The Godfather).
The Guadalajara cartel boss recognizes opportunities for growth where others don’t. Instead of staying in his comfort zone which is the marijuana trade, he proposes a distribution deal to the Colombian cartels, something that makes him the most influential trafficker in all of South America. When Félix is almost taken down, he is more than happy to sacrifice his partner Don Neto in order to get the government off his back. It also takes much thinking and strategizing to not only convince egoistical traffickers to work together but also to make sure they coexist peacefully.
