The MCU Indicates That SHIELD Still Exists

Warning: SPOILERS for The Falcon and the Winter Soldier Episode 6 – “One World, One People,” and Sharon Carter’s story.

The Falcon and the Winter Soldier finale confirms that S.H.I.E.L.D., the American intelligence agency disbanded within Captain America: The Winter Soldier, still exists within the MCU during the mid-credits scene featuring Sharon Carter (Emily VanCamp). In episode 6, Sam Wilson (Anthony Mackie) fulfills his promise to Sharon and acquires a pardon for her involvement in Captain America: Civil War, when she “stole” Captain America’s shield from the U.S. Government for Steve Rogers (Chris Evans) and was branded as an enemy of the state. Since Sharon’s secret identity as Madripoor’s infamous Power Broker hasn’t been revealed yet to the public, Sharon plans to sell government secrets when she returns to her job in the U.S. Government, possibly within an organization that has a prior history of double dealing: S.H.I.E.L.D.

After Hydra was defeated in World War II, Peggy Carter (Hayley Atwell), Howard Stark, and Chester Phillips formed S.H.I.E.L.D. with the aim of protecting America from other potential threats. After Rogers discovered S.H.I.E.L.D. had been infiltrated by Hydra in Captain America: The Winter Soldier, S.H.I.E.L.D. was officially dissolved and branded as a terrorist organization. While the Marvel-related television series Agents of S.H.I.E.L.D. isn’t considered canon within the continuity of the MCU, the series suggests that the organization remained active underground under the direction of Phil Coulson and his team of agents. While S.H.I.E.L.D. became legitimate after the Sokovia Accords were established and signed within Agents of S.H.I.E.L.D., it hasn’t been confirmed within the MCU if the organization still exists in some form since the events of The Winter Soldier. The Falcon and the Winter Soldier finale, however, indicates that S.H.I.E.L.D. is still in operation within the MCU.

In the mid-credits scene, Sharon is addressed by a panel of U.S. Government officials, who make a formal apology to Sharon. “We’d like to offer you a full pardon. There may be an opening in your old division,” says the government official. Since Sharon is a former S.H.I.E.L.D. agent, who was previously tasked with an undercover mission to protect Steve Rogers in The Winter Soldier, the mid-credits scene suggests that S.H.I.E.L.D. is still active in some capacity within the MCU and that Sharon is free to resume her position within S.H.I.E.L.D. While it’s possible that the government could be referring to her more recent counter-terrorism position in the CIA, her new title as Agent Carter along with the implication that she’s being welcomed “home” further suggests that Sharon will be rejoining S.H.I.E.L.D., since the agency was founded by her Aunt Peggy, also known as Agent Carter in Captain America: The First Avenger.

Since the name Agent Carter is already interlinked with Peggy’s legacy as one of the founders of S.H.I.E.L.D., The Falcon and the Winter Soldier also implies that Sharon will likely take on a leadership role within the remnants of S.H.I.E.L.D. in season 2. Just as the moniker of Captain America carries a certain ideal of righteousness within the title, Agent Carter is a less widely-recognized, but equally influential American hero in the MCU whose name is “synonymous with service and trust,” as stated by the government official in the mid-credits scene. Given Sharon’s own past experience in counter-terrorism and the U.S. Government’s willingness to repay the debt that’s owed to the Carter family, it’s even possible that Sharon could be named the next director of S.H.I.E.L.D., following in her Aunt’s footsteps despite moving further away from Peggy’s values.

Ironically, in a series that’s centrally focused on upholding Captain America’s legacy, the twist that Sharon Carter is in fact the Power Broker does a disservice to Peggy Carter’s legacy as the founder of S.H.I.E.L.D., an organization devoted to protecting the United States Government. As both the Power Broker and the new Agent Carter, Sharon plans on selling government secrets and prototype weapons on the black market, which is not only a betrayal of the government Peggy fought to protect but also of the trustworthy reputation Peggy built for her family name. Similar to Walker’s struggle to uphold the Captain America title, The Falcon and the Winter Soldier establishes a similar arc for Sharon, since she inherits a moniker she’s unsuitable to uphold given her new anarchist viewpoint.
