Generation II gave the Pokémon series some exceptional Legendaries and Mythicals. Some are stronger than others, though, and can be incredible.

Pokémon’s second generation had a lot to live up to in the series. Kanto gave the franchise some incredible Legendary and Mythical Pocket Monsters, and Johto answered by adding several more. Some of these are still fan-favorites, partly because of the power they possess. Certain Johto Legendaries and Mythicals are stronger than others, though, and they can be exceptional team members in the main series games.

Because stats and Abilities have changed over time, these Pokémon will be evaluated based on their most recent features. While Legendary and Mythical Pokémon are not the most accessible in the series, they can be invaluable for a playthrough if trainers can acquire them.

6 Celebi

Though the Mythical Celebi has some of the best lore in the Pokémon franchise, it is not the strongest among the rarer Johto. Like Kanto’s Mew, Celebi has an even stat spread, and each stat shares the same relatively high value. This distribution makes Celebi a reliable choice, able to handle itself well in any situation, but it is not exceptional in any particular area. The Mythical’s greatest weakness, however, comes with its typing of Psychic/Grass.

Because of this dual-typing, Celebi is weak to seven of the series’s eighteen types, one of which is an extreme vulnerability. It also resists six types, which is helpful, but it is difficult to make up for Celebi’s vulnerabilities. With plenty of great healing moves, Celebi can last in a battle for a while, but it first must survive a hit, which is not always guaranteed.

5 Suicune

The pure Water-type Suicune is a more than capable defender. Its HP is decently high, and both their Defense and Special Defense are great. Because of its pure Water typing, Suicune has only two weaknesses and no extreme vulnerabilities. As a result, it usually takes several hits to take Suicune down.

Offensively, Suicune is less impressive. While its Special Attack is decent, it is not enough to fully capitalize on the extra turns their bulk awards it. Some of its available moves are great, though, and they assist Suicune a bit.

4 Raikou

One of the strongest pure Electric-type Pokémon in the series, Raikou is great offensively. Its Speed stat is high, and its Special Attack allows it to do significant damage. The downside is that Raikou’s level-up move pool consists more of Physical attacks than it does Special ones, which use Raikou’s much lower Attack stat. Despite this, Raikou still has some excellent Special options, making it dangerous against opponents that do not resist Special damage.

Defensively, Raikou is capable enough against Special attackers, but it struggles a bit against Physical damage. Also, Raikou only has one Pokémon-type weakness, which helps to make up for its less-than-perfect bulk.

3 Entei

With a high Attack stat, Entei can be a terrifying opponent. The pure Fire-type is also quite fast, and though its Special Attack is much lower, it is high enough to do decent damage if necessary. Entei’s Special Defense is unimpressive and its Defense is not much better, but its HP is great, being more than enough to compensate for its defensive shortcomings.

A mono-typing of Fire means that Entei has three type weaknesses and six resistances, so it is often safe in many matchups. Unfortunately, many of Entei’s strongest level-up moves are Special, but it still has several good Physical options.

2 Lugia

Since its introduction, the Psychic/Flying-type Lugia has held a special place in fans’ hearts. This is partly because it is one of the most heroic Pokémon in the franchise, but it is also because of the strength it can display in-game. With a high HP stat, great Defense, and stellar Special Defense, Lugia is incredibly difficult to knock out. Starting in Generation V, when Hidden Abilities were introduced, Lugia gained Multiscale. It lowers the damage taken by attacks when Lugia is at its maximum HP.

Lugia is also decent offensively. Its Speed is high, and though its Attack and Special Attack are not excellent, Lugia’s bulk allows it to stay in long enough to do extensive damage over the course of the battle. Lugia has five type weaknesses, but its exceptional bulk makes these of little concern.

1 Ho-Oh

Ho-Oh is the best Legendary Pokémon of its generation not only because of its design but also because of its immense power. It is not the fastest Legendary around, and while its Defense is not optimal, Ho-Oh’s HP gives it the necessary bulk to usually survive several hits. Ho-Oh also has an exceptional Special Defense stat, which makes it a wall against this category of damage. When its turn to attack arrives, Ho-Oh can devastate with either Physical or Special moves, though it prefers Physical.

Furthermore, Ho-Oh has Regenerator as its Hidden Ability, which restores a third of its maximum HP when it switches out of battle. While one of its weaknesses is an extreme vulnerability, the Fire/Flying-type Ho-Oh nevertheless only has three type weaknesses, making it an excellent choice for a main series game team.
