Walking Dead Lance Hornsbys Plan Explained (& How Eugene Screwed It Up)

With the smile of a politician and the dress sense of an unemployed clown, Lance Hornsby is the Commonwealth’s man with a plan in The Walking Dead, but what did he have in mind before Eugene went off-script? Entering the Commonwealth in The Walking Dead season 11, Eugene, Yumiko, Ezekiel and Princess find the sprawling community has plenty going for it – safety, shelter, cake, etc. Unfortunately, what the Commonwealth has in iced buns, it lacks in democratic principles, and the Alexandrian guests have already found themselves on the wrong side of the law multiple times.

Though The Walking Dead season 11 is yet to introduce the Commonwealth’s leader, Pamela Milton, we’ve seen plenty of Lance Hornsby, her Director of Operations who has taken Eugene and co. under his wing – for better or worse. Lance has the aura of a man who’d sell his own mother a faulty used car, and he clearly has plans for the Alexandrians in The Walking Dead season 11. Though Lance’s full intentions remain murky, here’s what we know so far about his elaborate scheme and ultimate goal.

The machinations of Lance Hornsby began when Eugene mentioned Stephanie during the Commonwealth screening process. Identifying a potential weakness, Lance hired an actress to pretend to be Stephanie and gain Eugene’s trust when they finally entered the community. In “Out of the Ashes,” Ste-phony gently encouraged Eugene to break the rules and contact Alexandria via radio, but Mercer and his troops were suspiciously close behind, ready to catch them in the act. Ste-phony cutely suggests Lance Hornsby can help them. The whole thing was an elaborate setup so that Lance could a) establish the existence of Alexandria, and b) put Eugene, Ezekiel and Princess in a position where they owe him a favor.

Phase 2 of the Lance Hornsby masterplan kicks off in The Walking Dead season 11’s latest installment, “Promises Broken.” Lance has the law-breakers clearing zombies far away from the Commonwealth’s watchful eye. As Eugene and his friends toil, Lance can be spotted leading Sebastian Milton and a female companion somewhere, and the couple are next seen making out in a secluded spot while zombies creep up from behind. Sebastian’s security detail (Mercer) has mysteriously vanished, forcing Eugene to save the day, and this has to be another Lance Hornsby set-piece. Based on what The Walking Dead has shown of the Commonwealth and Mercer thus far, it’s highly unlikely Sebastian would be left in such a vulnerable position by accident. Ste-phony is then reluctant to finish off the final zombie herself, wanting Eugene to do the honors. Though she might simply be frightened after years of safety in the Commonwealth, she’s more likely still carrying out Lance’s plan.

Lance apparently wanted Eugene to save Pamela Milton’s beloved son and become the Commonwealth’s new hero. Unfortunately, he didn’t anticipate Sebastian being a colossal tool and Eugene giving the arrogant man-child a bash on the nose. Visiting Eugene’s cell, Lance makes one last-ditch attempt to discover the location of Alexandria, though this clearly wasn’t his original intention.

The Walking Dead’s most compelling Commonwealth question right now is why Lance seems so interested in Alexandria and wanted Eugene to become Pamela’s hero. Though the possibilities are many, the most obvious answer is that Lance needs allies ahead of launching a Commonwealth takeover against Pamela Milton’s regime. In the Walking Dead comics, the Commonwealth’s underclass stage an uprising, and though Lance is very much not part of that revolution, he could be in the TV adaptation. This would explain why Mercer looks to be involved in Lance’s plot, with the security chief obviously displeased at babysitting the Governor’s useless son. If Lance can get Alexandria on his side too, he’d gain a bunch of powerful friends who have more experience in battle than any of his fellow Commonwealth citizens.
