Cruella is herself an iconic Disney villain but her solo movie actually features a slew of other characters who could be classified as evil.

Audiences will probably start watching 2021’s Cruella with the expectation that the title character will be the main villain in her own movie. It’s expected since she was evil in her original appearance in 101 Dalmatians. However, viewers might be surprised at how many villains besides her can be found in the film.
Alongside Cruella and her minions Jasper and Horace, there are questionable characters around every corner. Some may not even be obvious villains but are just people who made a few crucial mistakes in the film or they are just guilty by association with the main villains.
10 Artie
Artie is a local store owner who sells second-hand gowns. He and Estella meet when she saw an old design of the Baroness in the window display and walked into the store.
After they become friends, Artie helps Cruella create a coat that looks so much like real fur that the Baroness is convinced that it is made of her own Dalmatians. Although he doesn’t do anything outright evil, he is an accomplice to some of Cruella’s actions, including sabotaging the Baroness’s spring show and organizing an illegal gathering in the street.
9 Roger
Roger was an attorney working for the Baroness before he was fired. He is already known by fans from the original 1961 animated Disney film, 101 Dalmatians.
Even though he blamed Cruella for getting fired, he still helped her transfer Estella’s inheritance and estate over to Cruella just before she faked her death. Since it’s not technically ethical for him to do this, he barely makes the villain list.
8 Catherine
Catherine was a maid working for the Baroness. When the Baroness gave birth, she asked one of her employees to kill the baby but he instead gave the girl to Catherine, who raised the girl as her own. Years after Catherine’s death, a grown Estella learnes that Catherine, the woman she believed her entire life to be her mother, was actually a thief.
She stole the necklace she claimed to be a family heirloom from the Baroness when she worked for her. Estella was also hurt by the fact that Catherine never told her who her real mother was, and was not completely honest with her about who she really was. Catherine’s intentions were good but Estella was clearly hurt by her mother’s lies.
7 Anita
Anita is another character that fans will know from the original animated 101 Dalmatians. In this version, she is a successful newspaper photographer. She is responsible for publishing the stories that both humiliate the Baroness and catapult Cruella to stardom.
Anita is also the one who captured the moment that proved the Baroness pushed Estella off of a cliff, therefore, incriminating her. Since Anita knows Estella wasn’t really dead, it’s unethical to stretch the truth this way as a journalist.
6 Gerald
Gerald is Estella’s employer at the local department store and he treats her with no respect. She constantly comes up to him with ideas but he brushes her off as nothing more than a cleaning girl who he believes should keep her mouth shut and do her job.
Gerald refuses to give her a chance, even when she does exactly what she is supposed to do. He wants so badly to keep her in her “place” that he ignores her. It comes back to bite him when Baroness shuts him down and sees Estella’s brilliance.
5 John
John is basically the right-hand man to Baroness. When she gives birth to her secret child, she trusts John to kill the baby girl, knowing that he has helped her do shady things in the past.
He clearly has played a part in the way she overcame her enemies over time and he helped cover up Catherine’s death. However, the fact that he gave baby Estella to Catherine instead of killing her shows that he wasn’t all evil. He also helps Estella in the end, redeeming himself.
4 Jasper
Of Cruella’s two sidekicks, Jasper is more insightful and is also more compassionate. He’s certainly not a villain to the story’s protagonist but like so many others in the film, he has a history of doing things that are, at the very least, questionable.
Jasper does good like getting Estella her job at the department store but he’s been a thief since he was a child. Alongside Estella and Horace, they had no family and stole to survive. While that was understandable in many ways, it also meant that they hurt many people along the way.
3 Horace
Horace is higher on this list of villains than Jasper because he is always looking for “the angle.” Jasper went out of his way to help Estella land her dream job but Horace never grasped that concept. For months after she was working, he was constantly looking for the angle.
It comes across as Horace being someone who always thinks about what the benefit could be for him and not for how someone else. He also seems to think less about the cost of their crimes than Jasper does.
2 Cruella
Cruella De Vil is an extremely intelligent woman who may or may not kill dogs for fur coats. Thankfully, she doesn’t seem to do so in this film. Although she’s an iconic Disney villain, as the protagonist here, she’s more likable and understandable.
Still, she can also be very rude to those who have been helping her their whole lives. When she chooses to officially become Cruella, she treats Jasper and Horace as minions instead of family and almost loses them forever. However, she has far more redeeming qualities in comparison to the Baroness and her tragic backstory makes her sympathetic.
1 The Baroness
Some people have said that the Baroness is the darkest and most evil villain ever created by Disney. Whether that is true or not is up for debate but Emma Thompson’s phenomenal performance has been praised by almost everyone.
She brings to life an incredible villain who is definitely the evilest person in the film. She is a narcissistic, murderous, thief. It is implied that the Baroness has killed more than just Estella’s mother as well, proving that she will do anything to get what she wants.
