Who Is The Walking Dead’s Real Villain in the Commonwealth?

The Walking Dead is confused about who the Commonwealth’s biggest villain is. Is it Pamela, Mercer, Sebastian or Lance… or is there one at all?

Who Is The Walking Deads Real Villain in the Commonwealth

WARNING: The following contains spoilers for The Walking Dead Season 11, Episode 10, “New Haunts,” now available to stream on AMC+.

The Commonwealth has finally been fully integrated into the world of The Walking Dead after all the trailer hype… yet, it’s still unclear which of the characters mentioned in the teaser fans should look out for. Daryl and the crew have already found their jobs in the city, but have they found out who the true villain of the last season will be?

In the comics, the Commonwealth is not the worst out of all the villains introduced, but they still have issues with Rick’s group. Pamela Milton isn’t necessarily a bad person, but she has her flaws that prevent her from seeing the inequality she has caused within her own city, abandoning the necessities of many of her lower-class citizens. Now that the Commonwealth is finding its footing in the television series, there’s a question of whether The Walking Dead will repeat the storyline that ended the zombie-apocalypse graphic novels or if the show will go a different route.

Who Is The Walking Deads Real Villain in the Commonwealth

The Commonwealth storyline has to have conflict to move the narrative forward and create a clash with the main characters, but who will seed this conflict exactly? Daryl and Maggie seem to be on the precipice of their own civil war, which may find its root with the Commonwealth army and its general, Mercer. The end of the midseason premiere “No Other Way” jumped six months into the future to show Daryl, dressed in Commonwealth army attire, leading a group of soldiers to the Hilltop and demanding a headstrong Maggie to let him in. In the next episode “New Haunts,” Mercer pays close attention to Daryl as he begins training for the army and seems to be both impressed by and cautious of Daryl’s way of fighting.

If respectful to the comics, Mercer is more than likely not the villain of The Walking Dead’s final season, nor will he have any part in supporting one. Comic Mercer has a hatred for Pamela and Sebastian; he claims they’re essentially treating him like a “whipping boy and slave.” Mercer has yet to express this type of sentiment in the TV series, but it’s transparent that Pamela and Sebastian have the same attitude towards him as they do in the comics: appreciative, but blind to the privilege they hold over him.

Who Is The Walking Deads Real Villain in the Commonwealth

Pamela and Sebastian are the two more likely villains for Season 11B — especially the latter. Sebastian ends up killing Rick in the comics, believing that Rick’s presence created the Commonwealth revolution that began the process of elections and dethroning his family from power. With Sebastian having a childish and entitled attitude in the show, he’s likely heading towards a similar ending, but it’d be someone else’s demise since Rick isn’t in the final season.

As for his mother Pamela, being Governor of the Commonwealth makes her an obvious choice, but her role may be limited more to just a mild competitor. Pamela’s role in the comics is as an antagonist, but not in the same vein as the Governor, Negan or Alpha. Her biggest issue with Alexandria is her inability to recognize that the Commonwealth’s luxuries are present because of its unfair class system. She refuses to believe that a smaller community like Alexandria can work out better than her civilized city of more than 50,000 people. She’s nothing more than a stubborn politician who ignorantly steps on the backs of others for her own benefit.

The last potential candidate as The Walking Dead’s Commonwealth villain is Deputy Governor Lance Hornsby. Acting as the Commonwealth’s spokesperson since Season 10, Lance has been seen more than Pamela — including recruiting the Alexandrians to the Commonwealth. Yet even after several appearances his intent remains murky, and he has no real motivation to keep his story moving. All that he did in “New Habits” was make a desperate attempt to win over Pamela and the city’s affection by providing supreme wine for the party, which resulted in a look of depressed disappointment when realizing people love Mercer more than him.

But Lance’s mystery may drive him to be the ultimate bad guy. His convenient presence around the time the two Stephanies must have swapped places is suspicious — as if he had something to do with the the real Stephanie’s identity being hidden and the fake Stephanie turning up missing after that. The weird Stephanie storyline has Lance at its heart, which means he’s a lot more dangerous than viewers think.

However, it’s possible none of these choices are the actual answer to the villain question. Should The Walking Dead stick with comic canon, the Alexandrians won’t have to worry about any true adversary rising up against them. The Commonwealth may be snobby and vain, but they aren’t evil people compared to the ones the survivors have fought to overthrow before. Instead, they represent more of a villainous ideal than an actual villain.
