A memorable spy movie is only as good as its main villain. From James Bond to Ethan Hunt, there’s wouldn’t be much action or storyline if there wasn’t a central antagonist hellbent on destroying the world. Spy villains are unique in their own way of coming up with elaborate and detailed plans of mass destruction.

These plans require sneaky infiltration, a gathering of sensitive information, and some cool action scenes. The villains from spy movies can hold their own as being the evilest of the evil – not to mention they often have a wardrobe or some standout features that make them stick out like a sore thumb.

10 Dr. Evil (Austin Powers Movies)

Yes, the Austin Powers movies are spoofs and spy comedies, but some props have to be given to Dr. Evil (Mike Myers). He’s the main antagonist and enemy in all the movies and each one has an elaborate plan to dominate the world. He has all the makings of an evil villain from the outrageous uniform, the nod to James Bond villains, and maniacal laugh.

Dr. Evil is known as the world’s worst criminal who planned to use a tractor beam to move an asteroid to hit Earth. He also made the plan to travel back in time to when Autin Powers (Myers) was cryo frozen to steal his mojo. Dr. Evil may have been the more goofy villain, but his plans for evil still hold up.

9 Dr. Julius No (Dr. No)

Dr. Julius No (Joseph Wiseman) gets his high praise when it comes to being a spy villain for setting the groundwork for James Bond movies. The 1962 British spy movie, Dr. No, was the first installment in the Bond movies starring Sean Connery in the lead role.

Dr. No was a member of SPECTRE and planned to use a radio beam to disrupt the Project Mercury space launch and show the world the power that the organization had. The character also became known for his prosthetic metal hand.

8 Dr. Edward Bailey (Red 2)

Dr. Edward Bailey (Anthony Hopkins) proved to be a pretty heinous antagonist in Red 2. In the movie, Frank (Bruce Willis) learns that he’s being targeted for his involvement in Operation Nightshade, a covert mission to smuggle nuclear weapons into Russia. Frank and his comrades learn that the bomb’s creator is still alive, Dr. Edward Bailey.

Bailey tricks them into believing he’s suffering from mind-fogging drugs. In reality, Bailey uses them to break into the Kremlin to retrieve the red mercury bomb and strike a deal with the secret contractors. Bailey’s plan all along was to use the bomb as revenge.

7 Auric Goldfinger (Goldfinger)

The 1964 British spy movie, Goldfinger is tagged as being one of the best James Bond movies in the original movie series. Auric Goldfinger (Gert Fröbe) is a gold smuggler and head of a gold company with plans to ruin the world. Bond (Sean Connery) learns that Goldfinger plans to use an atomic bomb to attack Fort Knox, the U.S’s gold reserve.

Goldfinger’s plan goes far beyond Bond’s initial thought of him stealing gold. The bomb would render the gold worthless, raising the value of Goldfinger’s gold and company, making him the richest man in the world. Fans of the movies also can’t forget Goldfinger’s henchmen, Oddjob (Harold Sakata), who can cut a statue with a simple throw of his hat.

6 Richmond Valentine (Kingsman: The Secret Service)

Kingsman: The Secret Service did incredibly well amongst audiences for its spy storyline intermixed with some comedy and action. Fans couldn’t forget the main villain, Richmond Valentine (Samuel L. Jackson). Valentine is a different type of villain, as he doesn’t wear the more dark and drab uniforms most villains wear.

He is an internet billionaire and philanthropist with ulterior motives. He plans to give away free SIM cards promising free internet and phone services. In reality, the SIM cards emit a “neurological wave” that turns people into murderers. His plan is an effort to bring down the population and stop global warming, while keeping notable dignitaries and political figures safe.

5 Raoul Silva (Skyfall)

Raoul Silva (Javier Bardem) was a notable James Bond villain in the movie, Skyfall, starring Daniel Craig. Silva was once a former Secret Intelligence Service agent in MI6. During a mission, he was captured and tortured and resorted to taking a cyanide pill, a standard for all captured agents.

Having survived the cyanide poisoning and left disfigured, Silva seeks revenge against MI6, and M (Judi Dench). He becomes a cyber-terrorist and builds a criminal empire. Silva orchestrated the bombing and attack on MI6, but his grand plan all along was to be caught in order to get to M. He vows revenge after she betrayed him to the Chinese government, leading to his torture.

4 Le Chiffre (Casino Royale)

Le Chiffre (Mads Mikkelsen) became a well-known Bond villain for his scarred left eye that weeps blood. He’s a mathematical prodigy who funds the world’s terrorist organizations. In Casino Royale, it’s hinted that he also had his hand in the 9/11 attacks and was revealed to be a part of Quantum and SPECTRE.

In the movie, Bond thwarts his plans to destroy the prototype of Skyfleet’s new aircraft that could make him money. The movie is also famous for Le Chiffre’s spine-chilling display of torture used on Bond.

3 Ernst Stavro Blofeld (You Only Live Twice)

The character of Blofeld has been reiterated in other James Bond franchises, but none take the cake like the portrayal of Donald Pleasance in You Only Live Twice and following installments. Blofeld is Bond’s biggest enemy, as he makes multiple appearances and is easily recognized for his severely disfigured eye.

What makes him the evilest is that he’s the head of SPECTRE and the boss of every villain Bond has faced. Blofeld always has mass plans of destruction and uses others as mere puppets. He’s the ultimate arch-nemesis to Bond, who always seems to get away.

2 Owen Davian (Mission: Impossible III)

Owen Davian (Philip Seymour Hoffman) was a notorious black-market arms dealer in Mission: Impossible III. What made him truly vile was his ability to implant a small bomb in the brains of his victims. Many fans can recall when Lindsey Farris (Keri Russell) dies from this very bomb.

Davian’s mission is to retrieve a mysterious object, code-named Rabbit’s Foot, in the hopes of selling it for mass profit to terrorists. It’s later revealed that the object is a biohazard weapon. To make the character even eviler, he kidnaps Ethan’s (Tom Cruise) wife and supposedly kills her, but Ethan gets the upper hand and kills Davian.

1 Solomon Lane (Mission Impossible: Rogue Nation)

The Mission Impossible franchise movie has several recognized and scary antagonists to pick from. One of the central villains that appeared in many sequels was Solomon Lane (Sean Harris). Lane was once a secret intelligent agent working for SIS/MI6. He goes rogue after discovering a mysterious criminal organization called The Syndicate and becomes its leader.

Lane operated on a psychopathic mindset that the world needed to be rectified through a series of events and accidents. He also orchestrated many terrorist attacks and killed notable political figures. In one evil plan, he used explosives, wanting to starve a third of the world’s population and framing it on Ethan Hunt.
